Institution of Services Center for Scientific and Technological Innovation (JSCSTI)
JSCSTI is a non-profit public agency for scientific services fully funded by Jiashan County government. JSCSTI will provide the first class services in scientific and technological incubation to help the new hi-tech start-up enterprises reduce their risks at the beginning of their investment and ensure the successful operations of the projects, and it will try its best to create a favorable environment for technological innovation and for the shift of scientific and technological fruits into production, turning these enterprises into new hi-tech ones with their own intellectual property rights which will help adjust the industrial structures, enhance the industrial level, develop the regional economy.

Investment instance
The to-be-built technology center, covering an area of 113 mus, will be totally invested 160million RMB. The to-be-built-on land is 63,000 square meters, of which 45000 square meters are incubated land. The first stage of investment is 55 million yuan, build 30000 square meters hatchery, 7000 square meters apartments and villas for experts, they will build up and come into operation in December of 2003.

Area
The center consists of three parts: Eight Hatchery Buildings in the east area, used for the incubation of biological medicines and electronic information programs; synthetical Hatchery Buildings in the center, used for the administrative organizations; the rear-service area in the west, mainly the apartment houses, villas for experts, and coordinated equipments.

New-material technology ; 5.. technology of efficient saving of new resources ; 6.. Medicine and other new-high technology ; 7.. the essential equipment of traditional industry; and the new technology of the implication of craftworks

Conditions of inhabiting
Those who are to inhabit must be the juridical person of their corporations, being the technology corporations or research organizations, specialized in the developing and researching of the new-high technology products; with property right in focus, self managing, assuming sole responsibility for its profits or losses, and with good circulation systems.

Entrance Procedures
Project negotiation → Applicants submit the materials and feasibility report of the projects→ The qualified enterprise may get their entrance to the industrial park after the assessment of the center → Make sure of the workshop of enterprises for scientific and technological incubation → Sign relevant contract → Register for starting up the enterprise in the Bureau of Commerce and Industry → Deal with the procedures for entrance into the industrial park.

Preferential Policies
1. Enterprises in JEDZ enjoy the equal preferential policies in all taxations as those in the Economic Development Zone (EDZ) at the provincial level.
2. Jiashan county government will provide some technological fund aid.
3. 1-2 year of free charge of workshop rent to the proper project.
4. Adopt the specific and special policies to those scientific and technological incubation projects with great potential technological development.
5. The enterprises will enjoy further particular preferential policies once they have entered each specialized industrial park.

The Enterprises Enjoying Free Charge of Workshop Rent or the Reduction of Work shop Rent are as follows:
1. The start-up enterprises by the overseas Chinese students.
2. The enterprises conducting the R&D of bio-pharmaceutical technology or the development of soft wares.
3. The enterprises with some proportion of share holding by foreign capital.
4. The branch institutes or R&D institutes from the colleges, universities or research institutes.
5. The enterprises established by the experts who enjoy the special subsidy of the State Council, or senior engineers at the professor level.
6. The enterprises established by overseas Chinese technicians with a doctorate or a postgraduate diploma.
7. Start-up enterprises for the shift of patented technological inventions into production.

Services
JSCSTI will provide for the new start-up enterprises information service, or deal with the registration in the Administrative Bureau for Industry and Commerce, taxation registration, and deal with the issue of tax-reduction or tax-free and deal with the procedures of examining and approving code as an agent.
JSCSTI also likes to be an agent to provide the services to open an account in a bank for enterprise, to deal with loan guarantee, to help the enterprises coordinate in the issue of capital source, to help the enterprises build up a close bank-and-enterprise relationship, to help contact with risk capital sources, and to provide the channels of capital sources. JSCSTI will provide consultation in capital assessment, coordinate to deal with the procedures of land use.

Fund Aid
The projects in the industrial park may acquire technological fund aid after the recommendation, examination and approval. Besides, JSCSTI can help the enterprises in acquiring risk capital, loan guarantee and help them grow up promptly, thus promoting the hi-tech development and its industrialization.
