presses in 2010 and 2020 will increase to 425 million
tons and 5.72 million tons, the dependence on imported
oil will reach 55% and 66%, the proposed three-pronged
approach started to ensure that China's oil security.
State Information Center, September
22 published a report entitled "Since
2000, China's energy and economic situation analysis" of the report, China's
energy economy in recent years, to run an analysis of the general characteristics
and to explore the economic operation of China's energy problems, put forward
the improved economic performance of China's energy policy recommendations.
The
report predicts that domestic oil consumption in 2010 and 2020 will increase
to 425 million tons and 5.72 million tons, the dependence on imported oil will
reach 55% and 66%. A result of China's future oil demand will continue to maintain
strong growth, but domestic crude oil output growth will slow.
The report notes
that fuel the booming economy of the strong demand and domestic supply growth
lags behind the Chinese net oil imports continued to rise. In 2007 as a whole,
crude oil imports amounted to 163 million tons, an increase of 12.3%, compared
to 2000 increased by 1.32 times; annual crude oil exports 3.89 million tons,
up by 38.6% significantly decreased, compared with 62.3% lower in 2000.
In addition, including crude oil,
refined oil, liquefied petroleum gas and other
petroleum products net imports of oil, including
in 2006, jumped 18%, after 2007 they increased
by 8.4%. In 2007, China's net oil imports reached
a record 1.8348 million tons.
The report also pointed out that
as China's dependence on foreign oil demand increase
in international oil price changes and import of
oil supply disruption risk of harm to the Chinese
economy is growing.
The report recommends, in order to ensure China's oil security, first of all,
we must accelerate the exploration and development of domestic oil and gas
resources, from resources to reserves to protect oil security. Secondly, the
full use of foreign oil resources, full access to international markets, improving
oil trade capacity of the market as the primary means of access to petroleum
products. Thirdly, the Government should strengthen the protection of oil-safety-related
systems, to improve response to national oil supply security risks. |
