    Chevron Corp has acknowledged that the proposed RTL base oil plant at the Oryx refinery in Ras Laffan Qatar may not be built. The plant, originally had been slated to open in 2009. The acknowledgement comes on the heels of Exxon Mobil and Qatar Petroleum scrapping their plans to build a 30,000 bd plant at Ras Lafan by 2011. The Sasol/Chevron base oil plant was to be an addition to the Oryx GTL refinery built by Sasol and Qatar Petroleum which started operations earlier this year. In its annual report for 2007 Sasol reported that the Oryx GTL plants is shipping specification material after having experienced initial start-up problems.

    Rising construction costs are believed to be one reason for the cancellation or postponement of the Sasol/Chevron plant which was to have capacity for 8,000 bd of base oils. Another factor is believed to be number of Group II and Group III projects already under construction in Asia. For those in the wax business, the cancellation of the two GTL projects dims the prospects of any waxes being produced by GTL, at least for an extended period of time.
